While the FCC actually adopted the law, called the Commercial Advertisement Loudness Mitigation Act, about a year ago, cable and satellite providers have had the time since to update their technology before making a full transition. The FCC plans to monitor stations' compliance using consumer complaints.
Even though the ban was officially instated yesterday, a few smaller stations have been granted an extension. For the most part, though, broadcasters are (supposedly) already following the rules.
