first, this wasnt in america. she was from croatia. and it was in the 70s. not the 60s. back then, apartments in croatia were state owned, so its possible there was some oversight when that changed and thats how she got the 35 years of free bills. seems likely since no one even knows who officially owns the apartment now that no one owns its or that she owned or something... also her windows were open so the smell would have been diminished and she was found in her bed after the neighbors broke in to claim it from her... i think thats all.
