The ones that aren't participating in my area are all non-profits or theme parks. Could be the same in Ohio.
None of this changes the fact that I live across the street from a B&J that IS participating. Tough luck to those that can't make it.

Most of the ones in St. Louis (i.e. the ones that aren't in a stadium or on a boat) are participating. having done this last year (and i really don't like raining on the parade) while the idea is great what happens is that the line ends up stretching two blocks and it takes an hour to get one very small scoop of vanilla or chocolate in one very small cone.
if you've got a hankerin' for some ice cream today you might just want to buy it elsewhere.

I walked 10 feet out of Cheesecake Factory at the Balimore Inner Habour and order a chocolate fudge brownie in a cone. MMMM MMMM Good! Absolutely no one there even with the big signs posted.

Ah.... just got back from the Galleria here in St Louis. Upper 70's and free ice cream. The only thing that would make this day better is a network crash and they send everyone home.
I'm sure all the Aussies out there probably have a different idea of what "Free Cone Day" might entail. For those not familiar with Aussie slang it's got a 420 type connotation. Now who wants a free cone?
