The Insane Flying Cat Helicopter is none other than Doraemon (known in Hong Kong as Ding Dong). It is a Japanese cartoon character from the early 1980s or so. He was a robot cat that was kind of a cross between Inspector Gadget and the beloved old Felix the Cat (now that s an old cartoon).
