"what is needed is a smart internet, At routers across the internet traffic should be monitored and if high levels of traffic are going to one site to attack it the attacked site should inform the routers across the internet to slow down the incoming traffic away from the final destination. Recognised users should be allowed through i.e the areas on the net that have a proportional likelihood of being real, and the others should be restricted by the external routers or routed to a national filling office site that has vast capacity and can then filter the dummy traffic from real traffic at a slower rate. an international agreement to set up these filling offices for potential diverted attacks could be done and then everyone monitors the internet for everyone else."
