While I don't believe you are completely incorrect, I would like to point out that the shell (that's what it's called in Windows land, much like a Window Manager in *nix) has become more and more tightly integrated with the OS itself.
Windows doesn't use the *nix X client/server model, there are some very large differences that you've oversimplified or completely overlooked.
Consider this:
The Windows "core" operating system likely has a number of underpinnings designed to optimize the interface presentation."

The company was called Kryotech, and their flagship (and AFAIK only) model was the "Super G"
It was a stock AMD CPU overclocked to break the 1ghz barrier.
It's been a long time, but IIRC it sucked down a *ton* of juice, and the internals left you with no real upgrade path."
