When we say "Japan has this speed" what we really mean is that *urban* Japan (Tokyo, Osaka, etc) have it.
Now, they're mostly a very urban society, as there isn't a lot of land for that many people to live on, but it's also a volcanic island (like Hawai'i where I live) so it's a total pain in the ass to wire up the countryside.
In the mainland US, our urban density is nothing like that, so even for a city of the same number of people you're covering a lot more land."

Yes, there are several foil-based single-handed ships; the Hobie Trifoiler would be the fastest & easiest to get going on, but there are also the Foiler Moth (think 'sitting in a bathtub 3' above the water') and the Windrider Rave is very similar to the TriFoiler with poorer engineering.
