What, are they gonna strap it onto one of their IL-12s?! LOL. Or fire up one of their 8 MiG-29s after haphazardly attempting to strap on a nuclear bomb that they won't develop onto one of the...centerlines? LEAVING IT WITH NO BAGS?! Not going to happen.
More also, do you see what's happening to Iran (an actual country with an actual world presence and lots of money) as their fervently attempting to build one of these things?
edit: a nuclear bomb and a nuclear reactor are vastly different things. Also, on the topic of reactors, you know how many countries in the world are currently able to produce reactor cores?
What I can't stand is the "outside looking in" mentality so many of these incidents evoke. Like, I can't say what happened there, I wasn't there. I've been places though, and most people just don't have a fucking clue.
