It clearly calls it a "passive RFID device" in the article. I assume you know that stands for Radio Frequency Identification so clearly it's NOT a GPS tag and clearly you can't just pull it up and find the location or they would have just done that 5 years ago when the damn cat went missing.

This type of RFID is the same kind that let's you just wave your card over a sensor to unlock a door or do one of those "quick pay" type of credit cards. It emits a signal that only works within 6 inches or so.

Your logic is flawed, basically is what I'm sayin.
