"short limbed flying wing or delta winged (with retractable canards), maybe an inflatable pontoon or dual hull (like catamaran) for surface boating, with ballast to 'sink' (instead of submerge) the bigger problem is it'll prob need to use battery only while submerged and batteries are weight, weight being a big opponent of flight.
i would def say it couldn't just dive into the water from flight, or shoot out of the water
