The concept, by Italian architect David Fisher, is to create an skyscraper with 80-stories that rotate independently at different speeds according to a voice command. The rotation is powered by photovoltaic solar cells and 79 wind turbines (one located between each floor). Versions of the Dynamic Tower are planned for Dubai and Moscow by the end of 2010.
