If an individual has done amazing things (start Microsoft), strives (and is still) to do things for humanity, (all his charitable causes including convincing Warren Buffet to give away his money *before* he died [which he was previously opposed to]) then why can't he spend some of his money? He has a Dubai-sized-load of money. He should enjoy it.
Considering I personally know of a trust fund baby gone real-estate tycoon from his daddy spend 60 million on a home, I would say this is just fine. More then fine, great.
Bill keep on spending. Trick out your windows-media-center-home/cubicle and live life. You spend so many millions and so much time making life better for others that you deserve to have whatever you want in you home office.

Ahh, his money, let him spend it. He's put enough into charities, this isn't a socialist state yah here... well at least not for the next couple of months anyhow.
