This is a preliminary figure that could change after a 3-month review of the agency is completed.

Some argue that this budget does not reflect Obama's campaign promises about the future of the space program. Again, this figure is preliminary, but there are definitely opposing viewpoints on how much money should be spent on NASA. So, my question to you is: are we spending too much or not enough?

<![CDATA[Obama's New 2010 Budget Promotes Radical Pro-Science Agenda]]> President Obama's proposed 2010 budget goes where no Bush has gone before by including significant spending for scientific agencies, including NASA, the EPA, and Department of Energy, on top of the stimulus package.

NASA will get $700 million from the budget, which isn't all that much, but combined with the $1 billion from the stimulus bill, they're still getting a substantial increase on last year's operating budget of $18 billion. Interestingly, the budget stipulates that NASA will need to retire its three space shuttles by 2010, with a push for the Orion Crew Exploration Vehicle proposed by Obama's predecessor, He-Who-Shall-Not-Be-Named.

The Environmental Protection Agency will bump their budget up 35% to $10.5 billion with the $2.7 billion increase, in addition to the $7 billion they'll receive from the retooled stimulus package.

The National Science Foundation, which handles all non-medical science and engineering research, landed an 8.5% bump, which along with their stimulus cash money will give them an operating budget of $10 billion.

On a different note, Obama plans to increase the spectrum license fees for wireless provides from $50 million to $200 million, a huge increase. We're not really sure why; there's not a ton of money to be made on this kind of tax and there's no obvious symbolic reason to up the fees. We're just hoping the carriers don't pass the costs on to the consumer. [Wired]

<![CDATA[Hop-On Set To Release $125 Smartphone, Super Cheap 3G, GSM and More]]> You may recognize Hop-On from their wide array of cheap-o disposable cellphones and budget-friendly mobile devices. The company is looking to build on this reputation by unveiling six new phones including the $125 HOP 1801 smartphone and the HOP1809 which they claim will be one of the cheapest 3G capable phones you can buy. It will also feature a camera, Bluetooth, and support for MPEG-4 media playback.

The company is also looking to build on its lineup of GSM phones with the tri-band HOP1803 and the dual-band HOP1810. Another notable release comes in the form of the HOP1808, which will feature dual SIM card slots for frequent travelers. Apparently, it will be similar to the HOP 1809, but it will lack 3G and add an FM radio tuner. Details are scarce at this point, but we do know that all the phones will be available in North and South America when released.

<![CDATA[Sirius InV Receiver Satisfies Your Satellite Craving on the Cheap]]> The folks at Orbitcast have taken the wraps off Sirius' unannounced InV receiver. It's a bare bones plug-and-play receiver so your $49 dollars will only get you the basics like a 3-line LCD, built-in FM transmitter, and 10 channel presets. Still, it makes for an easy way to jump on the satellite bandwagon. We just wish it supported Sirius' universal docking architecture, but since it doesn't you'll have to make do with the wiring.

<![CDATA[Altec Lansing Pumps 5.1 on the Cheap]]> It's not often you see a 5.1 speaker system for $79 bucks, yet that's the price Altec Lansing is asking for its new VS3251. The system delivers 70 watts RMS of power and does fairly well for a budget speaker system with features like an auxiliary jack, wireless remote, and wall-mountable satellites. Considering you don't see that many 5.1 systems for under $100 bucks, this deal should save you some cash, but for serious sound we recommend splurging a bit on a more powerful system.

What did they pick? An AMD Sempron 2800+, 512MB of memory, on-board sound and video, and a $178 Acer LCD monitor. Powerful? Sure. Cheap? Hell yeah.

<![CDATA[JVC GR-DF450: You Get What You Pay For]]> JVC goes bargain hunting again with this compact camcorder, the GR-DF450. They seem to have packed a ton of features into this compact camcorder, which can be good and bad at the same time. The video quality is mediocre, bright-light and dull-light situations both bring out apparent recording flaws. And the still picture quality is horrid. The ultra-compact design may seem awkward at first, but it fits well in the hand for on-the-go recording. This camera is priced around the $400 range.
