LOL, I have to agree with Jason...
This is like for constipated girls.
But yeah, while in Japan we've been in places that had this in the toilet.
There was this bar on the third floor close to Shinjuku st. where the bathrooms were a single toilet.
My mother told me about this weird electronic device on the wall that she though was the toilet remote controler (also common there) which the male's restroom didn't have... so I just had to take a peek.
Turns out it was a noise generator to conceal crap and fart noises.
It also had lots of different "tunes"... birds, running water, among others.
The weird part is that it was a one toilet stall, so who the heck would listen to the whole deal with doors closed, but still...

From your avatar I assume you are familiar with animé. I myself am not, but I have seen/heard of enough that the situation you describe happening in Japan does not surprise me.

@rocketbear79: Nah... most of what you read or hear on the news are overblown stories selected exclusively to reinforce stereotypes made of other nation peoples.
I'm positive that Japan has no more freaks and perverts than any other country, like the US, some European countries, or Brazil which is where I live.
What really happens is that while we get every kind of story daily regarding our own country, when it comes to other countries like Japan the news coverage tends to pick only weird stuff, only because those stories sells.
Because the people behind news nowadays are so shallowminded that they don't see this as a form of stereotyping that ends up reinforcing racism and prejudice.
So it's kinda common nowadays to hear that Japan is a country of perverts, freaks, otaku, weirdos, fetishists and the like, using as basis what the press tell us about them completely ignoring that this might be something built by them and not a true reflection of reality.
Recently, feminist organizations have been trying to label Japan as a nation who doesn't fight child pornography and reinforces violent sexual behavior against women (as seen in the Rapelay discussion) mainly because of those stereotypes, because when we look on real data, it's the complete oposite with Japan having the lowest numbers of rape cases and sexual abuse against minors.
Besides, the restroom was right in the middle of a crowded and tight bar/restaurant.
But maybe the noise ecohime thinguie is becoming a standard, specially when it comes to restaurants in Shinjuku.
Most of them also have the full fancy toilet remote control too...
Sorry about the long post, but whenever I see people that buys or is on the verge of buying the crap media sells us nowadays regarding foreign countries I feel compeled to say everything that's on my mind.
@Bokusatsu_Tenshi: You are completely correct, I let the little I've seen the media show me taint, in this case, my sarcastic humor. I apologize. Being a roman catholic, with priests in the extended family, I can relate to media cherry-picking causing unsavory stereotyping.
Japan is definitely on the future to go list. (been knocking off the middle-east and eastern europe first) My parents went there when I was a kid for my father's business and aside from the near fatal bus crash they were in, they loved it.

Plus, Marlin Brando was TEH HAWTNESS!1! in "Streetcar". U could watch "Streetcar" and then watch Dr Moro n not kno that it wuz teh same actr.
