If there is anything I have learned in my life from TV, it's that you don't need a weighted hat to motivate/dissuade uppity first mates/people, it just needs some anchors on it.
It was good enough for the Skipper, and it's good enough for me.
@Morgan Breden: You have to remember Oregon's history. Guns weren't used to knock unsuspecting bar patrons unconscious so that they could be sold, essentially as slaves, to shady cross pacific boat captains... blackjacks were.
@Christian Pacheco: You're gonna love it, you'll use it everyday. You'll hit burglars, the kids, grandma, you'll be working out and staying safe at the same time. Order now and I'll throw in a lawyer on retainer.
@jessedybka: And if you call in the next 20 minutes, 'cause we can't do this all day, I'll throw in the taser glove, a $30 value. So you get all this, the Sap Cap, the lawyer on a retainer, AND the taser glove, for $19.99!
New York Laws: Penal : (265.00 - 265.40) Firearms And Other Dangerous Weapons
§ 265.01 Criminal possession of a weapon in the fourth degree. A person is guilty of criminal possession of a weapon in the fourth degree when: (1) He possesses any firearm, electronic dart gun, electronic stun gun, gravity knife, switchblade knife, pilum ballistic knife, metal knuckle knife, cane sword, billy, blackjack, bludgeon, metal knuckles, chuka stick, sand bag, sandclub, wrist-brace type slingshot or slungshot, shirken or "Kung Fu star"; or (2) He possesses any dagger, dangerous knife, dirk, razor, stiletto, imitation pistol, or any other dangerous or deadly instrument or weapon with intent to use the same unlawfully against another;
Yup Sandbags are illegal in New York City to carry.
@Ricorich196: I meant to add in bricks obviously aren't illegal but it's assanine that sand bags are. I mean I could fill up a pill case full of pennies and beat the fack out of someone, does that make pillow cases or pennies or a combination of the two illegal?
...with intent to use the same unlawfully against another;...
That's the key.
Some of those items may be otherwise legal, just not with the intent to use unlawfully against another.
I'd guess that you can use your sandbag in self-defense as long as "you were in fear of your life, and that of your family". Again, providing that it's not explicitly illegal to otherwise carry, as some of those items are.

I would like to see the hat in other (less militaristic and hence perhaps a bit less obvious) colors, however.

I can walk around armed to the teeth, with handguns on my belt and assault rifles on my back.
But blackjacks are a no-no.

So that's what the military is doing with all the tungsten they're taking out of the bullets...
