It's a WIP model. He's been adding pics to Brickshelf for at least two weeks (I first spotted his folder on May 3rd). When I first spotted it, all he had done was the forward "T" back to the main gun turrets.

It's a semi-common goal for people who want to build a large-scale SW model and have the time/money to do so. It's big enough to pack in a lot of detail, small enough to transport, recognizable to get a crowd at shows, and iconic enough to impress even the hardest of hardcore fans.
The UCS Falcon is minifig-scale, though the interiors are practically nonexistent. Beyond that, I know of at least three other people who have made their own original UCS-scale Falcons (heck, PepaQuin alone has made three that I can recall). The first one I ever ran across looks really bad compared to the 10179 version (the hull was mostly one shade of grey, so it looks more like a brand-new version...as did PepaQuin's second build), but it had the most interesting feature by far. Pneumatic landing gear. Push a button, and the landing gear would retract. Push it again, and they'd extend. Only the thing is, there was enough weight resting on the landing gear that when you push the button to retract them, they wouldn't actually be able to retract until you picked it up. So, you push the button, and when you pick it up to swoosh it, the landing gear would tuck up into the hull.

With these references to the great Pepa Quinn you are indeed making me green with envy! Oh and it made me sad (but it should make you happy) that the new Vader torso that before only came in the new Death Star came in the little TIE fighter. Now I'm looking forward to the Carousel! I wish they'd do some more additions along the line of Green Grocer and Cafe Corner, that would be awesome!

Speaking of PepaQuin, I'ma get to see him in person for a third time in about a month when I finally get to go to Brickworld (my plans for such were thwarted the last two years by condo ownership).
I still don't own the Death Star playset (but I might try to pick it up on discount at BW), so I haven't been able to compare the two Vader torsos. Doesn't surprise me that they reused it at all, though.
The carousel is cute, but not really my thing (and unfortunately, my main thing, which is Batman, is on hiatus for the entire year...rassinfrassin...). As yet, there are only three sets in the Cafe Corner style (plus countless unique MOCs that incorporated the basic design parameters). If there's a fourth set planned, BrickWorld is a potential candidate for an announcement. That is, after all, where they unveiled the UCS Millennium Falcon and the Death Star playset.

You know that rectangular opening on the belly of the Star Destroyer? This wouldn't even begin to fill that. A minifig-scale ISD would be something on the scale of an entire city block.

There are two schools of thought on this. One is that if you're a Certified LEGO Professional like Nathan Sawaya, or a LEGO Master Model Builder like the people who build the LEGOLAND displays, or you've regularly had to declare commissions as a source of income like Eric Harshbarger, then it's pretty clear that you have bonafide "LEGO artist" credentials.
On the other hand, there are a lot of people who are clearly capable of building stuff that would sell for a tidy profit, but they choose not to. In this guy's case, he's built stuff for commission, but those SW models would be really tough to sell at a worthwhile price without the Lucasfilm lawyers personally presenting him with a C&D order. And that's assuming he could actually find a buyer for the Tantive IV.

Only if he was producing them in quantity and in an ongoing manner. If he wanted to sell one it would likely pass by without any trouble.

You can sell a one-off custom that'll price under $100 without making any waves at all. This, however, would need to bring in at least a five-figure bid, and that alone would be enough to attract a dangerous amount of attention. They _might_ let him sell one model, but I can't see them letting even that deal go through without warning him not to try it a second time. And really, the only way he'd be able to get enough attention to drive the price up where he'd start turning a profit would be eBay, which would almost certainly boot the listing before the time limit ran out.

Isn't the current official Falcon kit minifig scale? In any case, I want to be a minifig for a day, nay, a week, so I can meander about in these things saying Pew Pew Pew and spouting off some hackneyed Star Wars lines.

The UCS Falcon is minifig scale, but there's some room to quibble over exact dimensions, since the exterior sets vary in size and design (most notably in the number of landing gear struts) from one movie to the next. Matt "PepaQuin" Delanoy's UCS-scale Millennium Falcon is slightly larger than the official version. Not by a lot, but a few studs difference is all it takes to be able to claim "largest".

Also, unless you want to restrict your visit to the boarding ramp and/or the cockpit, it'll be a pretty boring stay. There's no interior worth speaking of. It's all superstructure and hull. Oh yeah, and there's the upper gunner pod, but since gravity still works normally, that'd be like laying on your back with your feet propped up against a wall.
