Tilts and swings refer to moving the lens out of parallel with the image plane. This alters the plane of critical focus.
Shifts move the lens axis off center from the image plane, utilizing the outside of the image cone to produce the image. This alters perspective and allows for corrections of vanishing point perspective (i.e. looking upwards at a building, the sides of the building can still be parallel as they are in real life).

The term "Tilt" in photography (not just TF depth of field shenanigans) specifically refers to rotation around the horizontal axis.

Unfortunately, from my (non-tilt-shifted) perspective, the real thing is for ant-brained people. I mean, I just cannot imagine my personal agony if I were forced to endure one of these "events" in real life. (Astonishingly to me, you apparently actually have to pay money to sit through one of these things. Not "they pay you", no, "you pay them".)
