If they did this in the US, I guarantee it would take about a week before someone filed a lawsuit over how they got mugged in the dark because they didn't have a working cel-phone on hand.
First of all, manhole accidents are no laughing matter. There was a grisly murder in lower Manhattan in late 2001 where someone was pushed down an open steam hole. He was cooked to death. Manholes need to be heavy and awkward in no small part to prevent people from tampering with them.
Second, perhaps lights that run on solar is a better idea. NYC has enough slip/falls and trip/falls as is and usually the number goes up in a bad economy. Not that people become clumsier. Just more liable to make claims - sometimes out of accidents that REALLY happened.

@David Arras: Show me some old people out AFTER dark. Old people are in bed as soon as Pat Sajak goes off, and MAYBE 9pm if Jessica is on Murder She Wrote. They DO get up at 4am, but that's so they can get the first news of the day and watch that Williard Scott feller.
