i think worldwide 4G could be possible in 20 or 30 years. but still not sure about "FREE".

i think this picture shows that internet is a basic need of people in the modern world, like food, shelter and healthcare and so on
if there are pushes for universal healthcare and so on, why not create a tax to pay for free, nationwide 4g? if we pay it between all of us, the tax would actually be low (i guess) and we would all benefit from it imo

$3,000 a year tax hike for universal health care or $250 a month for private insurance (which at that price would actually be pretty crappy coverage) works out the same.
Taxes, if used appropriately, are not a bad thing... the problem is that in recent decades tax revenue has not been used appropriately in the US.
