Most all ceiling fans do this, but I it is suppose to be the opposite: Blow down in the summer, suck up in the winter. (That's what she said.)

Yeah, during the summer you don't mind having the airflow blow directly on you, but in the winter it'll just make you feel colder. It's not like the direction the fan is blowing will have any real impact on air exchange. There's hot air at the top of the room and cold air at the bottom, and any air that you move from Point A to Point B must be replaced by air that originally came from Point B. Basically all it's going to do is help mix the stuff up so the room should be a uniform temperature from top to bottom, and the only difference is whether the experience includes an indoor breeze.

Usually the lights hang below the fans. Some fan kits can be installed without them, if clearance is an issue or you prefer to use other light fixtures.
