Why do we have to wait for a dystopian future? Can't we build these right now, say, in Colorado or Nevada?

And we won't "run out" of water. The future hydrological cycle might not drop it right where we want it to, but it's not like we're using it up like, say, oil.

We sure as hell are running out of usable freshwater. Most regions moved past dipping a cup in the local mountain stream endlessly renewed by rainwater decades ago. We overconsume freshwater, thus depleting rivers and aquifers, then we contaminate the runoff so it's not good for anything without huge investments in water treatment that third world countries can't afford. Unless half the population of Asia and North Africa moves to the Amazon basin, they've got a huge problem. Here's the Wikipedia article, here's another summary.
