It's actually not designed by The LEGO Company. Adam Reed Tucker, one of the guys who runs the upcoming Brickworld event in Chicago, has been making these little minature landmark models for a couple years now. The first two got a lot of negative reviews because they were so tiny, consisted of a handful of very basic parts in a very simplistic design...and yet they cost $20. The Space Needle was the first one that looked remotely interesting (not $20 interesting, but possibly "knock off the design from your existing collection" interesting). This is the first one that I'm actually thinking of buying, as long as it stays in the $20-25 range.
And it's more a tourist-shop thing. Even though it's an official branded LEGO set (they manufacture/pack/ship them, but they don't design them), I don't believe these are sold through LEGO Shop@Home, nor have I heard of them showing up at regular retail. What we heard with the first pair was that they'd be sold exclusively through souvenir shops, but I've never heard of any specific stores.
