    Android lets carriers change it how they want.

    However from what most have said this is just going to be stock, normal android.

    Why with all of the sholes (droid/tao) shots out there would you make such a claim based on the smallest one?

    Well we don't know that the Chocolate touch isn't some variation of the BL40. I mean it obviously isn't that phone since its GSM and part of the black label series but the proximity to the release has had a lot of people thinking from the beginning that it is going to be the US version of the BL40.
    I haven't seen anything saying it definitively isn't a BL40 spin off though on the flip side there hasn't been anything saying it isn't just going to be another touchscreen chocolate phone (VZW already had one but they didn't name it as such). Really there isn't anything know about the VZW phone at all.
