And if water is that scarce, I think I'd prefer the solution that the Japanese use. A friend of mine recently moved back there, and his apartment has a toilet with a sink built in top. When you flush it, the water that will end up filling the reservoir tank for the next flush first passes through a toilet-top sink for you to wash your hands. If you're going to put a fresh bowl of water in the toilet every time you flush anyways, there's not much point in continuing to filthy up the same supply of sink water.
