Russian captains sometime turn suddenly to see if anyone's behind them. We call it "Crazy Ivan." The only thing you can do is go dead. Shut everything down and make like a hole in the water. The catch is, a boat this big doesn't exactly stop on a dime... and if we're too close, we'll drift right into the back of him.

That's from the article. Plus, it apparently happened in the middle of the Atlantic ocean, not near some port. All this makes me wonder how many of these submarines are actually cruising around in the ocean.

Subs do get significant sea growth on them over time. Whether it is comparable to private/commercial boats I don't know, however we put our (US) subs into dry dock at least every 2-3 years and one of the things we do is a complete hull cleaning. Also, if the growth is causing a major noise signature the boat will be dry docked or divers will perform a targeted cleaning. I've seen speed increases of over 15% on boats with a fresh hull, fresh condenser, and clean strainers.
