I see demographic information in these numbers. More robots per worker shows how rich people are in each country. If wages are high, it's cheaper to automate than to hire workers. Japan, Singapore and South Korea are the richest countries in Asia by GNP. If people are poor (Africa) you can higher 1000 people for the cost of one robot.
It also shows the level of education in each country. More educated populations can make more sophisticated products whose precision necessitates high-precision robots. You can't make OLED monitors by hand alone, but you can sew jeans and glue together flip flops in a sweatshop.
Perhaps there is also some information on how much protectionism there is in each country. Protected manufacturing industries may prevent technological progress in order to maintain bloated payrolls. I don't see France anywhere on that list, and I'd expect French industry to be at least as high-tech as Belgium's or Italy's.
