In Brazil there is an Government Institute responsible for this measurement, Inmetro(www.inmetro.gov.br). This year they had launch a stamp for cars regarding fuel consumption, for alcohol and gasoline, because here the general cars can run in both! Check the image.

Additionally, there are all kinds of other negative consequences. Not so much for things like appliances, but say for labeling food content. Bye Bye small bakeries, "fresh daily offerings" at restaurants, etc. etc. Big corporations can certainly afford the up front compliance costs, but small operations cannot, which, for many things people want to regulate, means their death.
