couldn't it work with GPS and some modified google-maps app?

the satellite could relay your position in relation to other receivers in the area.

If that ever gets invented, i want royalties...unless it already exists...

Don't they have something now that if a firefighter doesn;t move, it sets off an alarm on the unit the FF is wearing as well as on the engine? I think Mike Rowe was wearing one on Dirty jobs when he did that job and the "pro" kept hitting it+him to stop it from going off.

It's called a PASS (Personal Alert Safety System) Alarm, and yes, it does make a 100 db noise when you don't move for 30 seconds. However, it does not ring at the engine, and the only way to know where the downed firefighter lay is to find and then follow the noise.

It seems sort of large, and those guys already are loaded down with equipment. Good idea, but make it smaller.

every device would have TexasInstruments cc2431 zigbee location engine, and few of them would be set around the building with. they enter a coordinates and load building schematic which you already have to file in if you want to build a building
