Read the front of a bill, any denomination $1 thru $100, and not the front of your utility bill. On it you will find," This Note is Legal Tender for all Debts Public and Private".
It is not illegal to carry large sums of cash. Only suspiscious and stupid.
But if a person wished, they could go to closing on that new house with a suitcase full of cash and let everyone count it for a day.

My experience with U.S. Government security agencies has never been a pleasant experience. Far be it from me to have any idea what I am typing, but they seem focused on irrelevant crap while ignoring the most important factors. Just a year before our lovely event in 2001 I had a friend from England detained for hours because they were concerned about someone coming in under false pretenses that might get married and stay around. However, the real issues were being ignored entirely. Obviously, this story could be considered a bad red herring, but my point merely is that if it takes an iPhone to start bringing crap like this to light, so much the better.

He asked if he HAD to answer the questions and they never answered him, so they saw him as uncooperative.

Yes there is such a law. One cannot carry over $9,999 dollars.

Travelers must declare cash in baggage and carry-ons if the total value (of any and all negotiable notes) exceeds $US10,000. This applies to all international travelers, regardless of whether they are entering or leaving the US. There is no restriction on carrying any amount of currency within the USA.
The fact that he was carrying this much money does not necessarily excuse him from scrutiny- many factors, such as a one-way ticket, no luggage, large sums of cash, erratic behavior, etc. can lead to an investigation by the TSA.
This of course does not excuse the TSA agent in question. But I'll bet he was a dumbshit long before the TSA was conceived.

Either way both posts were pretty silly. Carrying cash makes you suspicious? What?!? I can carry a credit card with a bazillion dollar credit line and that's ok. Carrying not even $5000.00 is now somehow "suspicious"?
I carry about the same amount every weekend from one coast back to the other and sometimes, rarely overseas. If anyone TSA or Airline Employee gave me shit about it, I'd start taking the train.

(I know the CNN article says Illinois, but Lambert Int'l Airport is in St. Louis, MO all day long. CNN fail.)

I'm Googling and Googling, but I can't find an instance where Lambert-St. Louis International Airport is in Illinois. Not sure why they wrote that.

(No, that's not a Watchmen reference.)
