I've always had good luck with Stud Solvers:
They have a 50lbs test strength, and if you happen to hit a ceiling joist that easily doubles. I've used them in the ceiling before, substituting an eye lag for the screw:
If you use two, you can keep the DEATH STAR from rotating freely.

I have a great love/hate relationship with Stud Solvers.
If you over-tighten them, even just a little, they "strip" the threading they created in the drywall and just fall out. If you cross-thread or otherwise use too much force tightening the screw that goes into the Stud Solver, then the same "stripping" action results.
If you don't push in with enough force whilst driving them, they can just act like a drill bit and make a hole.
The plastic ones are absolute rubbish. Glad you posted the metal ones.
I wouldn't use one of them to hang a 20lbs. load vertically. A toggle bolt is your second-best solution there -- first best is finding a joist, of course.
All criticisms aside, I've used tons of Stud Solvers b/c they're just plain the easiest drywall anchor out there.

The main problem I see with this is that 20lbs might not be enough tension to keep the cable perfectly straight.

You can usually pick up an eye bolt that matches the threading on a toggle, but u're right, they don't usually make them together.
