Wouldn't it be easier to just nip the problem at the bud? Get rid of automobiles and roads entirely. Speeding isn't the only problem eliminating automobiles would solve.
As far as the privacy nuts go, check the Register article: satellite-based == GPS based to determine speed. It doesn't upload your position to a satellite or anywhere outside the vehicle.
It's turning into some bizarre cross between 1984 and Judge Dredd. I'm sure it's only a matter of time before this is mandatory on newer cars sold to British subjects... and soon after older cars will be phased out to make sure everyone's compliant.

@Justin Culmo: I live on a busy road that is very dangerous due to speeding. We have no police to enforce it, so nothing will slow people. I figure it will get more attention when someone dies and not before. I don't mind this or speed cameras, or GPS issued speeding tickets. Fuck it, slow down.
