@iFans, Gather behind me.: With this economy, anymore they just steal them. But I'm sure some people get nostalgic of the "good ol' days" when they used to pay for things.
If you're really going to spend $250, I'd get the Canon SD880, which is $246, has the 3" screen and IS but a wider zoom range. Its widest angle is about a 28mm equivalent for a 35mm-style camera, which is a good wide-angle shot.
I always find myself wishing for more wide, and rarely for more zoom, especially when photographing drunk friends indoors at a party, etc. I actually have the 870, which is last year's version of this camera, and it doesn't beat my Nikon D90 (which I got last week, and is amazing) but its a great little camera that has IS for low-light shots, fits easily in a pocket, and takes great photographs.
@admoseremic: for that price I'd still prefered canon a590 which also has optical stabilizer (like one in some DSLR lenses) so you can take not-so blurry pictures in low light like concerts and parties from hand
@rrwakc: It's not mentioned in the article, but I think this was only a test on ultra-compacts. You gain some features on the a590 (and oddly lose some, too) but the PowerShot aXXX series is much larger than the SD Elphs. I'm still using an SD400 which I like better than most of the newer ones. I don't take any pictures large enough to require a higher resolution. Noise at the highest ISO setting is really the only complaint I have.

Seriously though, I'm in the market for such a camera at the moment, and am glad to see this roundup here. =) Thanks giz!
