It's a UCAV...don't remember the name offhand but Aviation Week and some other av blogs were talking about this a few weeks back, just before the Predator-C/Reaper UCAV was revealed.
Well, it's certainly not the Stealth Blimps that the USG has flying over Iraq that use biometric data gathered from cameras on the road and in cars combined with it's own "gait recognition software" to track you where ever you are. Sadly, Iraq doesn't have zip codes, which are really bombing co-ordinates and the +4 allows them to drop a precision ordinance on your house. That's why the census takers are using GPS, to correct the zip codes for proper bombing.
(No I don't believe any of this except the Surveillance Blimps actually existing and being used to watch the coasts/sensitive areas for activity. This is a sampling of what the crazy people on the radio are saying)

Not only the Phantom Ray is a prototype which just have been approved for ten more flights, but that shape (look at the photo and the drawing) has nothing to do with the Phantom Ray. Not to talk about the fact that the experts on the matter say that it is a completely new plane.

@gadam07: The wheels are way too large in comparison to the size of the plane to be a B2. If the B2 had wheels that big it would rival a monster truck.

It's not a B2 as the wheels are too large proportionally and the gear doors are not the right shape for a B2.
