Yes folks, if there is a curb cut in the middle of a block - it is a legal crosswalk, even if it is not painted. All block corners are also legal crosswalks, unless posted otherwise. I love it when someone flips me off or honks because I am walking across a legal crosswalk that is unmarked, but the only one within a quarter mile of where I need to cross.

It is possible to make a visible laser where the only medium between the two sides of the street would be air.

Typically lasers only emit non-visible light in the infared spectrum, but you can construct solid-state, direct visible emission lasers to display the visible "lines" you see going across the street. To create the image you would probably have to strobe each "line" at different intervals to create some sort of optical illusion.

You are correct that it wouldn't be cheap though.

You can purchase green, visible, laser pointers, for instance, that are made visible due to Rayleigh scattering and airborne dust.
