In a nutshell there are companies that license with the FCC to do the required testing. Apple can work with one of these third parties to do all the testing & verification, etc. and wait to file the actual paperwork with the FCC until the very last minute. The FCC will also agree to to divulge any details until a certain date. So Apple can keep things hidden as far as FCC filings go until the very last moment.
