Latin America Is Redefining Terms of the Drug War
America's War on Drugs has, by most independent measures, been an utter clusterfuck since its inception in the 1970s. You can still by cocaine more easily than you can a package of Sudafed, drug-trafficking cartels are still more powerful than many of the national governments in Latin America, and indigent farmers throughout the region are still caught in the political crossfire. But now, governments throughout the hemisphere are trying something completely different:
Countries across the region are adopting a more autonomous, sometimes nationalistic, response to narcotics control that increasingly questions Washington's priorities and prescriptions. From Bolivia, where drugs are produced, to Mexico and Guatemala, where they transit through, to Brazil, where they are increasingly consumed, officials are forging new policies or floating ideas to deal with a problem they believe 40 years of US-dictated solutions hasn't curbed.
