The Canon 60D has a top 720p frame rate of 60 frames per second. The ultra slow effects are through post-production software such as Apple's Motion or Twixtor.

To obtain results like this, the blank sky is an ideal background. Complex backgrounds can lead to contour-dragging effects. Even with those, the effect is quite interesting.
