There’s not much to go on here, other than the thick rope this character is hoisting over their shoulder. Wild guess: perhaps this is Círdan the shipwright, master of the port city of the Grey Havens, and eventual wielder of one of the three Elven rings of power, Narya? They are wearing a ring, but it seems rather non-descript to be one of the titular pieces of jewelery.
