According to AllThingsD, if regulators were to shut down the proposed AT&T-Mobile merger, AT&T will have to pay T-Mobile $3 Billion dollars, plus give them desired spectrum frequencies and sign a roaming agreement favorable to both parties. [AT&T via AllThingsD]
