The beginning of phone number portability is coming ever closer, and the FCC has issued some guidelines to cellphone carriers for facilitating number transfers. Among them, that they shouldn’t keep a customer from changing carriers even if they still own money on their account, and that there’s “no technical reasony” why transferring a number to a new carrier should take more than two-and-a-half hours. The guidelines are non-binding, but should give customers a pretty good idea of what they’re carrier can and can’t get away with.
