Update: A Norwegian reader has sent us his translation of what happened:

They were two friends of the Google Street View car drivers. They knew he was passing by, and waited for him for 20 minutes in scuba gear. The umbrella was just to make it all seem even stranger.

This is mating behavior. You can see where they sat waiting for the sensually attractive google street view car. They are using a colorful display, and the snorkels and mask are mating symbols that suggest swollen sensory organs. As for the fins, everyone knows what big feet mean. Definetly mating behavior. Perhaps aided by beer.
