Pornhub in North Carolina: Is It Banned and How to Get It Back

Pornhub stopped serving North Carolina on December 28, 2023, just ahead of the state’s age verification law, which started on New Year’s Day 2024. Today, only people who already have an account can sign in from NC, and the site won’t create new ones.

Its sister site RedTube blocks the state too, while most other large adult sites remained and now check ages. Restoring Pornhub takes a few minutes, and nothing in North Carolina’s law targets the people who watch.

Is Pornhub Banned in North Carolina?

No. Pornhub’s owner, Aylo, chose to restrict NC when the law arrived, and no state law bans the site itself. In our October check from Charlotte, Pornhub offered only a login for members with existing accounts, and it isn’t accepting new registrations from the state.

When it left, Aylo said that ID checks on every site put children’s safety and users’ privacy at risk. North Carolina is one of about two dozen states where Pornhub has pulled back, from Texas to its northern neighbor, Virginia.

In August 2026, the company asked Governor Josh Stein and hundreds of officials in other states to replace these laws with parental controls built into operating systems. Stein’s office defended the age checks, and the restriction remains in place as of October 2026.

What North Carolina’s Porn Laws Require

The age-check rules come from the PAVE Act, which lawmakers added to House Bill 8, a high school computer science bill, in September 2023. Governor Roy Cooper signed it, and it took effect on January 1, 2024. Here’s what it says:

• Scope: any commercial website on which more than 33 1/3% of the content is “material harmful to minors”
• Checks: the site confirms a visitor’s age and identity, using an age verification database or a similar commercial method
• Data: the site, and any company verifying for it, must delete identifying information once the site grants access
• Lawsuits: parents can go to court over a child’s access, and adults over ID data a site failed to delete
• Penalties: a court sets damages, since state officials can’t fine sites under this law

HB 8 has faced no court challenge. A second law, in force since December 1, 2025, regulates the videos themselves. Sites must keep a photo ID and written consent for every person shown in explicit images.

They must also remove an image within 72 hours when the person in it requests removal, and block re-uploads. Each image left in violation can cost the site up to $10,000 a day, collected by the Attorney General.

Governor Stein vetoed that bill over other parts of it, and lawmakers overrode the veto in July 2025. VPNs don’t appear in either law, and viewers face no penalties. A 2026 bill on minors’ social media use stalled in a conference committee, and lawmakers don’t plan further votes before the November elections.

Porn Sites Not Blocked in North Carolina: October 2026

Only Aylo’s free sites turn NC visitors away. The others remain available but put a step in front of explicit videos. The sign-up box on xHamster notes that North Carolina law may require age verification, and Chaturbate lets returning users sign in with a verified account.

The Nearest States Without an Age-Check Law

Virginia, Tennessee, Georgia, and South Carolina have age-check laws of their own. The closest places without one are Washington DC and Maryland. New York, a bit farther north, has no such law either, and each of our recommended VPNs for Pornhub offers servers there.

Final Thoughts

North Carolina regulates adult sites, not their viewers, and its age-check law hasn’t changed since 2024. Pornhub shows NC visitors a members-only login, RedTube blocks the state, and most other big names, like xHamster and Chaturbate, verify ages.

Because every neighboring state has a similar law, the server has to come from farther north, such as New York, Maryland, or Washington DC. Adults who verify on a site that remained should note which ones they used.

North Carolina’s law lets adults sue a site that keeps their ID data, so it helps to know where yours went.
