How to Watch Porn in Texas in 2026: Is Porn Banned?

Search for porn in Texas and the best-known names come up empty. Pornhub, YouPorn, and RedTube have shown Texas visitors a block page since March 2024. Some of the sites that stayed now check a visitor’s age before the first video plays. Porn isn’t banned in the state, though. A 2023 law requires adult sites to confirm that every visitor is 18 or older. Aylo, the company behind those three sites, chose to leave instead of collecting documents.

For adults, that creates a privacy problem: a copy of your license can end up with a company you never chose. A VPN changes the location a site sees and keeps your browsing away from your internet provider, though it doesn’t change Texas law. The steps come first, followed by what the law actually says.

Is Porn Illegal in Texas?

No. Watching porn is legal for adults in Texas. The state didn’t ban pornography. It made access conditional on proof of age, which is why some sites still work in Texas and others don’t. Some material is illegal at any age: sexual content involving minors, intimate images shared without consent, and material a court finds obscene.

Pornhub has been unavailable in Texas since March 2024, but the state never ordered it offline. Aylo, the company behind Pornhub, YouPorn, and RedTube, chose to block Texas visitors instead of building the checks the law requires. The block page a Texan sees comes from Aylo.

Which VPN Server to Use From Texas

Connect to a VPN server outside Texas, in a state where Pornhub still operates, then visit the site. Pornhub decides where you are from your IP address. With a New York server, that address points to New York. In our November tests, Pornhub loaded fully on New York servers from every VPN we recommend.

Servers in most other states with similar laws show the same block page. Enable the VPN’s kill switch before you browse. If the VPN disconnects, it blocks all traffic, and your home IP address stays hidden. A VPN changes where sites place you and encrypts your traffic. It doesn’t exempt you from Texas law.

What HB 1181 Requires From Porn Sites

House Bill 1181 is now Chapter 129B of the Texas Civil Practice and Remedies Code. It applies to commercial websites where over one-third of the material is “sexual material harmful to minors.” Social media platforms that cross the same line are covered too. A covered site must check a visitor’s age with one of these methods:

• Digital identification, such as an ID stored in an app. Texas doesn’t issue a state digital ID.
• A government-issued ID, checked by a commercial age verification system.
• Public or private transactional data, such as mortgage, education, or employment records.

The Texas Attorney General enforces the law, and visitors have no right to sue. A site that doesn’t verify ages faces up to $10,000 a day and $10,000 per instance of keeping identifying information. A further penalty of up to $250,000 applies if a minor accesses the material because of the violation.

In 2025, House Bill 581 extended the chapter to websites and apps with public tools that create AI-generated sexual material. Those services must verify age too. Every obligation in the law falls on sites, apps, and their verification partners. An adult who visits a covered site breaks no part of it.

The Supreme Court Ruling Behind HB 1181

The Supreme Court decided Free Speech Coalition v. Paxton on June 27, 2025, and Texas won 6-3. Writing for the majority, Justice Thomas said the law passes intermediate scrutiny because it only incidentally burdens adults’ protected speech. Texas conditions access on proof of age without banning the material, and that distinction decided the case.

Justice Kagan dissented, joined by Justices Sotomayor and Jackson, and argued for strict scrutiny, the harder test. She also wrote that “A law like H. B. 1181 might well pass the strict-scrutiny test.” Every other state’s adult-content law is now judged against this ruling.

Why Pornhub Left Texas

The law took effect on September 19, 2023, after a federal appeals court paused a lower court’s block. On March 7, 2024, the Fifth Circuit upheld the age verification requirement and struck down a set of state health warnings it called compelled speech. Aylo blocked Texas on March 14, 2024, one week later.

The Attorney General had already sued Aylo in February 2024, seeking about $1.6 million. That case was paused in July 2024 and revived after the Supreme Court ruled for Texas in June 2025. Aylo argues that site-by-site checks expose adults’ documents while minors find sites that don’t comply. In July 2026, it wrote to over 300 state officials, including Governor Abbott and Attorney General Paxton.

The letter requested parental controls built into phones and computers by default. Texas hasn’t changed course. Louisiana is the one state where Pornhub verifies visitors, through the state’s digital ID app. Aylo said its traffic there fell by 80% afterward.

Why Does Pornhub Think I’m in Texas?

Pornhub locates visitors by IP address, and that location is an estimate. IP geolocation databases place most US IP addresses within about 50 kilometers of the user, but not all of them. Mobile carriers can assign IP addresses that look like they belong to a city far from the phone using them.

That’s why some people outside Texas, often near the state line or on mobile data, see the Texas block page. In September 2026, a federal judge in Utah found that “geolocation perfection is not presently possible.” A VPN server in another state replaces that estimate with the server’s location.

Porn Sites in Texas: What Still Works

After March 2024, adult sites in Texas went one of two ways. Aylo pulled its network. Sites such as Chaturbate added age checks, at times after a lawsuit from the Attorney General.

Chaturbate’s operator settled with Texas in April 2024 for $675,000 and now checks Texas users through Incode, a verification company. When I connected to a Dallas server, xHamster required an account first, with a notice that age verification may be required by Texas law.

Age Verification Methods Compared

The law allows three kinds of checks, and every one leaves something different behind.

What Happens to Your ID After Verification

Texas tells sites and their verification partners not to keep identifying information once access is granted, with a $10,000 penalty per instance. Nothing in the technology enforces that, and the penalty applies only after the data is already out. Breaches involving ID photos collected for verification show the risk:

• AU10TIX left administrator credentials exposed online for over a year, reported in June 2024, with possible access to face photos and driver’s licenses.
• Discord’s support vendor exposed about 70,000 users’ government ID photos, collected for age appeals, in October 2025.
• The Tea app exposed about 13,000 selfies and photo IDs from account verification in July 2025.

None of these involved a porn site, though AU10TIX is the same kind of company that verifies ages on adult sites. The site chooses the company, and you can’t audit how it stores your file.

Does Texas Law Mention VPNs?

No. Chapter 129B sets duties for websites, and the words VPN, proxy, and IP address appear nowhere in it. VPNs are legal in Texas and the rest of the US. Utah went further in 2026 with SB 73, which treats people physically in Utah as Utah users even on a VPN. A federal judge blocked that part of the law in September 2026. With a VPN on, your connection is encrypted. Your internet provider sees a connection to a VPN server and nothing about the sites you load. The encryption also helps on hotel and airport Wi-Fi, and sites see the VPN server’s address instead of your home IP address.

Those protections are the basics of watching porn anonymously. They apply to every site you visit, including the ones that verify age.

SB 2420: Age Checks at the App Store

Texas added a second layer in 2025 with Senate Bill 2420, the App Store Accountability Act. It covers app stores and apps. Websites aren’t part of it. Apple and Google must sort Texas users into four age groups: under 13, 13 to 15, 16 to 17, and 18 or older. A parent must approve every download and purchase on a minor’s account.

A federal judge blocked the law in December 2025. The Fifth Circuit paused that block in May and June 2026, and Apple applied the rules to new Texas Apple Accounts from June 4, 2026. Existing accounts aren’t affected. The Supreme Court left the law in force on July 6, 2026, and the Fifth Circuit heard the appeal in August. Porn websites remain under HB 1181.

Where the Other States Stand

Texas is one of 27 states with an age verification law for porn sites. Louisiana’s came first, in January 2023. Pornhub blocks visitors in 25 of the 27, and our guide to accessing Pornhub lists them. The changes in 2026:

• West Virginia joined on June 12, 2026, and lets people sue sites directly.
• Iowa‘s law took effect on July 1, 2026.
• Missouri‘s statute took effect on August 28, 2026, after an Attorney General rule had applied since November 2025.

Virginia‘s law took effect in July 2023, a few months before the Texas law, and Pornhub has been blocked there since. Arkansas followed at the end of July 2023, with the same result from Aylo.

Outside the US, the UK, France, and Australia now require age checks too.

Free VPNs limit what you can do and, in some cases, collect what you were trying to protect. Windscribe’s free plan caps data at 10 GB a month. HD video uses that up in a few hours. Proton VPN’s free tier doesn’t cap data, though you can’t choose the country.
