Louisiana started the age-check trend. On January 1, 2023, it became the first US state to make porn sites confirm every visitor’s age. More than half the country has copied the idea since. Unlike its neighbors, though, Louisiana still has Pornhub. Visitors are asked to prove their age first, usually through the state’s digital driver’s license app.

That request makes many adults uneasy. In September 2026, IDScan.net, an ID-scanning company based in Louisiana, confirmed a breach involving the names and license numbers it had collected. The quick steps for private viewing come first, followed by the law and what each site shows today.

Louisiana’s Age Verification Law

Louisiana’s rules come from two laws, both written by state Rep. Laurie Schlegel. Act 440 of 2022 took effect on January 1, 2023. The law applies to any commercial site with a “substantial portion” of material harmful to minors, which it defines as more than one-third. Those sites must verify age with one of three methods:

• A digital ID card, in practice LA Wallet
• A commercial verification system that checks a government-issued ID
• Another commercially reasonable method based on transaction data

The same law forbids sites and verification companies from keeping identifying information once access is granted. It also lets people sue a site for damages if a minor gains access to its content.

Act 216 of 2023 added state enforcement from August 1, 2023. Louisiana’s attorney general must notify a site and allow 30 days to comply, then seek these penalties in court:

• $5,000 maximum per day of operating with no age verification
• Up to $10,000 more for each knowing violation
• The state’s legal costs, including investigation and attorney fees

These penalties fall on websites only. Neither law creates an offense for adults who watch porn.

Why Pornhub Still Works in Louisiana

Pornhub’s owner, Aylo, blocked Texas, Arkansas, and Mississippi instead of verifying ages there, and the same happened in North Carolina. Louisiana went differently. Aylo says it complies in Louisiana because the state offers LA Wallet, which lets a site confirm age without collecting the ID itself.

Aylo says most of its Louisiana traffic disappeared after the law started, as viewers moved to sites that don’t check. In a 2026 letter to state officials, Pornhub called site-level checks “performative, ineffective and unenforceable” and asked Louisiana to rethink the law.

Attorney General Liz Murrill said the state won’t reconsider and will “pursue even more accountability.” Arkansas is one of the states Pornhub left.

How LA Wallet Age Checks Work

LA Wallet is Louisiana’s official digital driver’s license, built for the Office of Motor Vehicles by Envoc, a Baton Rouge company. A site that requires verification shows a code. You open LA Wallet, choose Remote Verify, enter the code, and approve the request.
