Virginia was among the first states to require age checks on adult websites. Pornhub pulled out two days before the law started in July 2023. More than a few years later, adults in Virginia can still legally watch porn, but the best-known free sites remain unavailable there.

Porn Sites That Work in Virginia: November 2026

Is Porn Illegal in Virginia?

No. Virginia’s 2023 law regulates adult websites and leaves viewers alone. It states plainly that it creates no obligation or liability for the people who use those sites. It doesn’t mention VPNs either.

A VPN changes nothing about material that’s illegal at any age, however:

• Child sexual abuse material, which in Virginia also covers obscene depictions of a minor who doesn’t exist
• Making or distributing obscene material

Virginia Porn Ban: What the 2023 Law Does

Virginia never banned porn. SB 1515 has been in force since July 1, 2023. A site must check that visitors are adults if explicit material makes up more than a third of it. Virginia lets each site pick the method, as long as it’s commercially reasonable, such as a commercial identity database.

The law also leaves out several things other states included:

• No state enforcement: the Attorney General has no role, and there are no fines. Only a minor or a parent can sue a site, for damages caused by a minor’s access.
• No lawsuits so far: as of July 2026, the bill’s sponsor said no one had sued under it.
• No limit on keeping ID data: once an ID has been checked, Virginia’s law doesn’t say when the site or verifier must delete that data. North Carolina’s and Indiana’s laws do.

In practice, an adult who uploads an ID in Virginia relies on each site’s own data policy. Pornhub restricted Virginia on June 29, 2023. The company says checks should happen once, on a phone or computer, and not separately on every website.

Pornhub now limits access in most states with similar laws, from Utah to Virginia’s neighbors. In July 2026, it wrote to more than 300 officials, including Governor Abigail Spanberger, asking for the law’s repeal. The law remains unchanged as of November 2026.

Choosing a Server Near Virginia
