If you recall back to January, we reported on a little tax that Teddy Roosevelt started back in 1898 to help fund the Spanish-American war. This 3 percent federal exise tax is still affecting landline and cellphone bills today. The good news is that the Spanish-American war has finally ended because the Treasury Department is eliminating the tax after a long legal battle. Three percent may not seem like much, but this is a big win for the consumers.
