Why Netflix Taiwan Detects a VPN
The Taipei IP address we connected through on NordVPN, 187.15.122.84, belongs to PacketHub, a hosting company. Our lookup named the country Taiwan and the city Taipei, then listed the service as VPN Server. ExpressVPN’s Taipei address is on Zenlayer and Proton VPN’s is registered to its own network, so the three are in the same position: the country is correct, and the address is identifiable.
Streaming apps compare an incoming address against lists of known VPN ranges. Netflix Taiwan blocked connections whose country read correctly. NordVPN’s browser extension with location spoofing enabled unblocked it, because the extension supplies a different address from the desktop app. Switching to a second Taiwanese server and clearing cookies is the other fix, and that unblocked LINE TV after a first attempt failed to load.

The app labels the connection Taipei – TW#26 with a Smart routing badge, its term for a location that answers with a Taiwanese IP address from servers outside the country. Its Taipei server measured 123.31 Mbps at 234 ms, a 35.2% loss, and the lowest ping to Taiwan we recorded.
Upload is the problem: 10.47 Mbps against our 19.37 Mbps baseline, so video calls out of a Taiwanese IP address suffer. The four Taiwanese apps streamed normally, and Netflix Taiwan blocked it. VPN Plus is $2.99 a month on a two-year subscription, and one account protects 10 devices.

ExpressVPN names its Taiwanese entries by number, and the app reported Taiwan – 3 once connected, so a stalled stream has two other Taiwanese locations to move to. ExpressVPN publishes no figure for Taiwan. Speed came in at 130.36 Mbps down and 16.73 Mbps up at 248 ms, a 31.5% loss, between the other two on download and ping. Those four Taiwanese services streamed from its Taiwan entry, and Netflix Taiwan blocked it.
Every ExpressVPN connection is obfuscated, which helps on a school or office network that filters VPN traffic. Customization is the thinnest of the three: a protocol menu, a kill switch, and little else. The Basic plan is $2.99 a month on a 28-month term and allows 10 devices.

Is a VPN Legal in Taiwan?
Yes. Taiwanese law doesn’trestrict installing a VPN or connecting through one. One restriction applies to streaming companies. Taiwan’s economic affairs ministry issued an order on September 3, 2020, prohibiting Taiwanese individuals and organizations from working with mainland Chinese video streaming companies, which ended iQIYI’s and WeTV’s operations on the island.
iQIYI’s local agent stopped serving users on October 15, 2020, affecting around 2 million subscribers. Neither service is Taiwanese, and a Taipei IP address doesn’t unblock either.
