How to Use ChatGPT in Hong Kong in 2026: With or Without a VPN

Students at Hong Kong’s universities use OpenAI’s GPT models every day through Microsoft’s cloud. Google also opened Gemini to all users in the city this spring. ChatGPT itself is still missing. OpenAI leaves Hong Kong off its list of supported countries, so chatgpt.com shows a region error to every visitor on a Hong Kong IP address.

That check looks only at where your connection appears to come from. A VPN connected to a server in Japan, Taiwan, or Singapore makes ChatGPT see a visitor from a supported country, and the sign-in page works normally. A few details still decide how smoothly it goes, from the server you choose to the way you sign up.

Why ChatGPT Doesn’t Work in Hong Kong

The block comes from OpenAI. Hong Kong has no law against ChatGPT, and the city’s internet doesn’t filter it. OpenAI doesn’t offer its services there, and in July 2024 it began blocking API traffic from unsupported regions as well.

Its list does include nearby Japan, Taiwan, Singapore, and South Korea, but it leaves out Hong Kong, Macau, and mainland China. ChatGPT reads your location from your IP address, so the fix is to change your IP address to one from a supported country. A VPN does that and encrypts your traffic at the same time.

Proxies can also change the IP address, but most don’t encrypt your traffic. Tor, meanwhile, is too slow for a chatbot that streams its answers. OpenAI’s terms do warn that using its services from an unsupported location can lead to a blocked or suspended account.

We haven’t seen reports of OpenAI suspending Hong Kong users in waves. Anthropic, by contrast, has been doing exactly that since October, so using Claude in Hong Kong is now riskier than using ChatGPT.

Setting Up ChatGPT Through a VPN

Choose one supported country and keep to it. Japan is the safe default, with large server networks and a short distance from Hong Kong. Taiwan and Singapore are close as well. Avoid switching countries between sessions, because frequent location changes look unusual on any account.

For a new account, signing in with Google, Microsoft, or Apple is the simplest choice. If ChatGPT requests phone verification, a Hong Kong number may not be accepted, so a number from a supported country is the safer choice.
