NordVPN takes first place on the thing free plans can’t do. It has Indonesian servers, so Vidio, Netflix Indonesia, local TV apps, and banking logins see a Jakarta IP address instead of a Singaporean one, and Proton VPN’s paid plan is the only other one that manages it. Buy the Plus plan if the budget allows. It costs $2.99 a month over 2 years, includes Indonesian servers for Vidio, local banking, and Netflix Indonesia, and comes with a 30-day money-back guarantee. It also opens streaming, permits P2P, and covers 20,000+ servers. The free plan is the strongest permanently free option for Indonesia, though one restriction applies in the country. Indonesia is not among its 10 free countries, so a free account gives no local IP.

Data is uncapped, and Singapore and Japan are both on the free list to keep a connection from Jakarta or Bali quick. Sign-up requires no payment details, and the no-logs policy covering free accounts is the same audited one paid users get. CyberGhost loses 9.3% on the same 2 server locations as a paid VPN, which puts the free tier within a fraction of a subscription. The free allowance is 10 GB every 30 days on 1 device, and the part that separates it from the rest happens afterwards. Instead of cutting you off, the app falls back to an unlimited server at about 1 Mbps.

Windscribe and TunnelBear simply stop. Free accounts pick their country from 13 locations across 10 countries, which Proton VPN’s free tier doesn’t allow. It lost 30.5% of our connection, the weakest of the free plans, at 152.31 Mbps on UK servers and 112.48 Mbps on US ones.

What Indonesia Blocks

Komdigi, the communications ministry, filters at the ISP level under the MR5 registration rules and the ITE Law. Pornography and gambling are the standing categories, and unregistered platforms join the list when the ministry acts. Recent examples show the range. Wikimedia’s login domain was blocked from February 25 to April 30, 2026, which stopped account creation and sign-ins across every Wikipedia project until the foundation registered.

The Internet Archive was blocked in May 2025 on the same grounds. In 2022, the ministry took Steam, Epic Games, PayPal, and Yahoo offline for several days over registration paperwork. PP Tunas is the newest layer. Government Regulation 17 of 2025 took effect on March 28, 2026. It bars under-16s from high-risk platforms including YouTube, TikTok, Instagram, and Roblox, and requires age verification and parental consent. Indonesian law permits VPN use.
