How to Watch Porn in Indonesia and Bali Privately (2026)

Disclaimer: This page is written for adults. Indonesian law prohibits producing, distributing, and downloading pornography at any age, and the same law applies in Bali. No Indonesian law bans VPNs, but a VPN doesn’t change what the law prohibits. Gizmodo doesn’t encourage breaking local laws. Our interest is the privacy of adults whose browsing is filtered and monitored by their internet provider.

Type Pornhub’s address on a phone in Jakarta or on hotel Wi-Fi in Bali, and the page won’t load. That’s because Indonesian internet providers block adult sites across the country, under a national pornography law that applies to visitors and residents alike.

For most people, the block leaves more questions than answers: whether watching porn is illegal, what the penalties cover, and how much their internet provider can see. Here’s the private setup first, then what the law covers.

Is Porn Illegal in Indonesia?

No Indonesian law expressly bans watching porn, but downloading, sharing, and producing it are crimes. Law No. 44 of 2008 on Pornography sets out the offenses, and changes that took effect with the new Criminal Code on January 2, 2026, lowered some of the penalties:

• Downloading porn: up to 4 years in prison, a fine of up to Rp200 million (about $12,000), or both. The law makes no exception for personal use.
• Playing, showing, possessing, or storing it: the same maximum. However, the law’s official explanation excludes possessing or storing it for your own use, and the Constitutional Court upheld that exception in 2011.
• Producing, distributing, or selling it: up to 10 years in prison or a fine of up to Rp2 billion (about $120,000) under the new Criminal Code.
• Sharing explicit content online: police also cite the Electronic Information and Transactions (ITE) Law, which allows up to 6 years in prison.

Still, officials have taken a harder line than the statute. In 2019, the communications minister at the time said that accessing porn sites through a VPN “is a crime” in a public statement, although no law says so. We found no court ruling on whether streaming a video counts as downloading it, either.

In practice, the prosecutions we found involved people who made, sold, or shared content, such as local creators who sold explicit videos online. We found no charges brought only for watching porn at home.

Is Porn Illegal in Bali?

Bali follows the same national law, and tourists face the same rules as residents. The island’s government objected to the pornography law when it passed in 2008, but the law applies there in full. For example, recent cases involving foreigners show where enforcement falls:

• 2023: a Danish tourist faced up to 10 years under the law’s public-display article for a video filmed on a motorbike in Seminyak.
• December 2025: a British adult performer was deported and banned from returning for at least a decade after a police raid. Police found no evidence that she broke pornography rules.
• March 2026: two French nationals and an Italian were arrested for producing and distributing porn.
• August 2026: a French content creator was deported for producing and selling explicit content on a visitor visa.

No fine applies to watching porn in Bali. However, filming or posting explicit content can end in arrest, deportation, and a ban on returning. Besides the national law, Bali’s 2025 rules for tourists add their own limits. They require modest dress at temples and in public places, and they prohibit nude or inappropriate photos at sacred sites.

How Indonesia Blocks Porn Sites

Indonesia’s Ministry of Communication and Digital Affairs (Komdigi, formerly Kominfo) keeps a national blocklist called TrustPositif, and internet providers must filter every site on it. The ministry says it acted on 798,181 pieces of porn content between October 2024 and April 2026.

Over the years, the blocks have also covered major platforms:

• Pornhub, RedTube, and YouPorn: blocked nationwide, along with the OnlyFans domain
• Vimeo: blocked in 2014 over nudity
• Tumblr: blocked in 2018 until it banned adult content
• Reddit: blocked for more than a decade, until Indonesia lifted the block in July 2026 after Reddit removed porn and gambling content for Indonesian users
• DuckDuckGo: blocked in 2024 over porn and gambling in its search results
• Grok: blocked for a few weeks in early 2026 over sexual deepfakes

The filtering also goes deeper than a list of addresses. DNS is the system a browser uses to find a site, and internet providers have had to redirect DNS requests since 2015. Since 2022, mobile networks such as Telkomsel, Indosat, and XL have also inspected traffic directly, a method called deep packet inspection.

Since 2023, the international links used by home and hotel connections have had the same inspection. As a result, the filter doesn’t depend on DNS settings alone. Similarly, hotel and villa Wi-Fi in Bali connects through the same Indonesian internet providers, and the same filters generally apply.

Is Rule 34 Banned in Indonesia?

Rule 34 is an old internet saying that if something exists, there’s porn of it, and the name now also covers explicit fan-art sites. Indonesia’s pornography law defines porn broadly: photos, videos, drawings, animation, and cartoons. Drawn and animated porn therefore falls under the same blocking rules, and downloading it brings the same penalties.

VPN Server and Settings for Indonesia and Bali

Use a VPN server in a country where porn is legal and adult sites operate as usual, such as Japan or Hong Kong. This works because a VPN encrypts your connection on its way to that server. Your Indonesian internet provider sees the encrypted connection, but not the sites you visit.

Singapore has blocked Pornhub since 2016, and Thailand, the Philippines, and Malaysia block it or other major adult sites.

Pornhub has also been restricted in Australia since March 2026. Skip Indonesian servers as well. An Indonesian IP address adds nothing for this use. Hong Kong and Japan are close to Indonesia, which keeps delays low.

Finally, make sure the kill switch is enabled before browsing. That way, if the VPN disconnects, the kill switch cuts your internet connection before unencrypted traffic goes out.

Is It Legal to Use a VPN in Indonesia?

Yes. VPNs aren’t banned under Indonesian law, and in August 2025, an official at the Coordinating Ministry for Political and Security Affairs described the VPN sector as completely unregulated. Even so, the government limited free VPNs in 2024 and blocked three free VPN services it linked to online gambling.

It has discussed VPN rules since 2025, but none are in force. A VPN doesn’t make an illegal act legal, and downloading or sharing porn remains an offense on every server. Your internet provider can also see that you’re connected to a VPN, even though it can’t see the sites.

Obfuscation makes a VPN connection resemble regular web traffic, which makes it harder to spot. Outside adult sites, VPNs in Indonesia also help with streaming and online banking.

Which VPN to Use for Porn in Indonesia and Bali

2. Proton VPN: Best for Open-Source Privacy

Pornhub’s full site also worked on Proton VPN’s Hong Kong and Tokyo servers. Besides that, Proton VPN is based in Switzerland, publishes the code of its apps, and has had its no-logs policy independently audited. For Indonesia in particular, its Stealth protocol disguises VPN traffic as regular web traffic.

In addition, NetShield on paid plans blocks ads, trackers, and malware. Ads like these are common on free adult sites. Proton VPN’s price rises at renewal too, and a two-year commitment postpones it. On that plan, Proton VPN Plus is about $3 a month.

3. ExpressVPN: Best for Simple Setup

By comparison, ExpressVPN requires the least setup. It applies obfuscation automatically on every connection, with nothing to enable, and its Hong Kong location showed Pornhub’s full site in our tests. On top of that, under its TrustedServer design, servers wipe their data at every restart, and KPMG reviewed ExpressVPN’s privacy practices in 2025.

Customization is limited. Even so, the defaults choose the protocol and obfuscation for you. Renewal costs more than the first term, however, and the 28-month subscription keeps the lower rate longest. ExpressVPN’s Basic plan is about $3 a month on that subscription.

Can You Watch Porn in Bali With a Free VPN?

You can, but free VPNs are a poor fit in Indonesia. Free plans usually come with data caps or no choice of server. For example, Proton VPN’s free plan assigns servers at random from ten countries, including Singapore.

Some free VPNs also make money from their users’ browsing data. That defeats the purpose of a VPN on adult sites. For everyday browsing, the safer ones are in our list of free VPNs for Indonesia.

Watching Porn in Indonesia: Our Verdict

Indonesia’s filter works through internet providers, and it applies on mobile data, home broadband, and usually hotel Wi-Fi in Bali. A VPN encrypts your connection to a server abroad, and your internet provider sees only that connection. Choose Hong Kong, Japan, or another country where adult sites are legal and operate normally, and avoid Singapore and other nearby countries that block the same sites.

Then keep the kill switch enabled every time you connect. A VPN still offers no legal cover, though. Downloading, sharing, and producing porn remain offenses in Bali and Jakarta alike.
